Mark Levin: Obama is preparing to destroy the role of Congress by unilaterally ignoring debt ceiling | Jen Kuznicki

(Mark Levin has laid out last night what Obama’s plans are should the Republicans hold the line and refuse to increase the debt ceiling.  We have been here before, as I found it important to write about two years ago when Obama and the media were considering the unconstitutional and impeachable option of using the 14th Amendment to bypass Congress on the debt ceiling.

I felt compelled to partially transcribe Mark’s commentary from last night’s show, because it is very important that we get this information to our Republican members of Congress.  I have linked to the relevant articles and podcast beneath the transcription.  THANK ME! heh..)

LEVIN: This is what I want you to focus on, the word Default.  He’s repeatedly using it, he’s repeatedly saying it, that we face

Default…Default.

His billionaire friends from Wall Street who visited with him and then went out on the White House driveway and were saying the same things, “We cannot have a Default.”  Which means he was pumping it into them there as well.

So, he’s using it in his interviews, he’s using it in his rabble-rousing speeches, he’s using it in private with these groups that he meets with, Default, Default, Default.

Why is he saying that?  Just to scare people? Well, that’s part of it, obviously, but it’s more than that, Ladies and Gentlemen.

Barack Obama is plotting that if he can’t get what he wants, out of the House Republicans, that he can’t get his Plan A, and get Boehner and the Republicans to buckle, not just on the Continuing Resolution, but the Debt Ceiling, then he’s got his Plan B.

His Plan B is the most egregious attack on our Constitution by a President, not just in modern history, but in all of our history, if in fact he unleashes it.

And he’s being urged to do so by Nancy Pelosi, by Bill Clinton, he has in the past, by Dick Durbin, by a long list of phony law professors from liberal institutions, by liberal think-tanks, and what is he being urged to do?  He’s being urged to bypass Congress, to raise the debt ceiling unilaterally as President of the United States, using the 14th Amendment as a fig leaf, to seize from Congress, the power of the purse.

That’s what he’s preparing to do, if the Republicans don’t ultimately buckle on the debt ceiling.

So, it is he who is prepared to extort and blackmail in ways that most of you, and most of my colleagues in this business, can’t even imagine or don’t even understand.

And if the President of the United States unilaterally raises the debt ceiling, you can kiss the core functions of Congress goodbye, you can kiss this Republic goodbye, once and for all.  And then, I think, the focus can be on the Liberty Amendments, but that is what Obama, his Plan B, is going to do.

Obama keeps talking about Default.  Isn’t it interesting? No other President has driven us into Default, because all the other Presidents understand their Constitutions, and understand they have an obligation to work with the other branches of the government.  He can’t just say, “I want this,” and that’s the end of that.  You try and work it out.

Obama does not want to cut spending, Ladies and Gentlemen, Obama does not want Congress to address all these problems with Obamacare, now I think Congress ought to get rid of it, but he won’t even allow them to make proposals  related to it, only he can waive and extend and do whatever he chooses to do with the statute.

So, you see his mindset, his mindset is that of an Imperial President.  And he takes things very personally too, “Well, you can’t do that to me, I’m the President, I was elected.”

Well, Ladies and Gentlemen, the President has to comply with the Constitution too, as I say all the time, the Constitution is not up for election.  Everyone of these people in Washington are obligated to live within their roles under the Constitution.

So he keeps bringing up Default, he’s doing this purposefully.  And he keeps bringing up all these programs that aren’t going to be funded, but what does he do about it? Nothing.

Here’s a perfect example, he’s at a construction company in Maryland today:

OBAMA: “An economic shutdown, that results from Default, would be dramatically worse.”

LEVIN: You get it?  You get it, folks? He’s laying the foundation for exactly what I’m saying.

He is going to break the debt ceiling. He is going to spend more than Congress has authorized. He’s preparing to do it, as Plan B, if he doesn’t get all that he wants in “negotiations” with Republicans over the debt ceiling which is coming up in mid-October.

If he can’t get what he wants, he is going to circumvent the United States Constitution, and he will be applauded for it, because he will have, “saved the economy”, “saved Social Security”, “saved the world’s financial system” because we have to pay our bills, you see?

And I smell this a mile away.

And he’s being encouraged repeatedly by pseudo-intellectuals, by Marxists dressed up as Constitutionalists, by people in his own party, he’s being encouraged to conduct himself as a dictator, and to bypass Congress and to bypass the Constitution, why work with him?

They want a full-blown Constitutional crisis.  Please, listen to me, this is what they want!  So they can continue to shred it!  This is why Obama won’t budge, like Clinton did and Carter did and Reagan did and Ford did and Nixon did.  He’s the only one who won’t negotiate.  This is why.  This is his fundamental transformation. And I’m going to keep hollaring this as loudly as I can because more and more people need to see it!

We have in Congress Authorization Laws, and Appropriations Laws. They are different.

The Authorization is authorizing the existence of a program, authorizing the existence of an agency of a Federal department and so on.  It doesn’t fund it.  It authorizes it.

They have different committees set up for the Authorization part and different committees set up for the Appropriations part.   They are separate bills, this writer is telling us what Obama is planning…

    The Brookings' article ignores the fact that Obama is spending money as he sees fit, rather than how it was appropriated. Thus in the situation before us we have a president who is demanding the funding levels he wants to spend as he wants. This means, therefore, that Obama is demanding the right to spend what he wants, as he wants, without regards to the size of the debt. Obama wants nothing less than an alteration of the balance of power by shifting the power of the purse to the executive branch.

    And when he does so, the people should demand from every senator and congress person that he be impeached. Yes I know the Democrats in the Senate will not vote for impeachment until they are flooded with letters and phone calls from the voting public. The only thing they care about is re-election and if they see they may very well be voted out of office, even a democrat will turn on HerObama

If you cut subsidies to the oil companies for 5 days a year, yes 5 days a year, it would pay for ALL uninsured in this country.. we pay 4 bucks a gallon for gas, started numerous middle east wars over oil and still you people don't get it

      We really don't need blood in the streets. If people are willing to go that far it is a lot easier to defund the fed thugs if Red States would protect millions of citizens and businesses from the IRS because they stop paying Federal income tax and instead divert the money directly to the state coffers. You could easily immobilize a government by chocking off the money supply. After all many states and local governments could do a better job with their own money than the Federal government has been doing. In fact that is the only way that any government can amass and maintain their power short of using their police or military; states have their own.

If an impeachment motion is brought up by the House, Obama will simply declare martial law and dissolve the congress. He will then be what he dreams of being, the King of America.

    14th Amendment, Section 4. The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned. But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void.

    Who's destroying what? It's Congress' job to pay the bills… All of the bills that they've voted for, not just the ones they like. This is a flagrant action on the part of the Republicans. Simple.

      That post Civil War Amendment was designed to deal with Civil War debt. It says a lot and part of what it says is almost anti-10th Amendment. But besides that it does not authorize spending outside of Article One, Section Eight of the Constitution. No Amendment authorizes spending outside of that section. Only statutes do and they cannot transcend the Constitution; but even beyond that consider that appropriations to honor expenses that have yet to transpire is not an obligation or a debt on money already borrowed that needs to be paid back (like from a trust fund or bond). We have not spent the money yet. Congress can easily, legally, terminate what they previously decided to spend; let's say that new information reveals that something already approved cost too much than initially anticipated and the revenue is insufficient to cover the amount so they revise spending appropriations. And this is especially what the House was meant to do. The Executive often figures out how to dole it out to whatever it was appropriated for. That's it. It is an allowance and not an open checkbook like the House Banking and Lending program once was for its' members.

      What Obama is attempting to do is not within his constitutional purview. You don't throw away the Constitution for any reason. He lacks the authority and if the 14th Amendment wanted to give him that authority it certainly would have clearly said so. It did not take anything from Congress and give it to the Executive or the Judiciary. You need an Amendment to do that which does not yet exist.

    This is not about honoring our debt as it is with transforming the nation through prolific spending. Paying your debt obligations is like paying your mortgage and if that means putting off your daughters 16th birthday party, that you planed for next month, because you would have to borrow on your maxed out credit cards to pay the caterers then so be it. In Obama’s world you just give your daughter a new credit card as a birthday present with the debt for her party already on it.

    We have enough tax revenue to pay out current debt just not enough to buy what we neither need nor what is constitutional. However if we keep going the way we have been our true debt obligations cannot be sustained without massive inflation.

    Ultimately, the man who hates our Constitutions, is just looking for a more aggressive way to justify separating Americans from their liberty. He has gotten away with so much for so long that he is now ready to sprint across the finish line cheered on by a cadre of anti-constitutional law professors and media pundits.

    Is that any worse than continually harping on the ersatz idea of "term limits," or on that perennial U.S. Congress eschewing idea about instituting a "Line Item Veto" for U.S. Presdents (which I hope you recall over the many recent years of Republican Party advocacy on behalf of same.)     One thing is for certain. BO is attempting to take this country down one way or the other. He now has multiple options.

    He can bypass the Constitution and run up the debt by ordering more printing and spending and more debt until the sky falls, He can deliberately tell the Treasury to not pay the real debt, even while the money is available, which will severely damage American markets and the dollar's purchasing ability or he can convince the RINOs to continue to finance the ACA, with a clean bill, because that will still take down America… albeit a bit slower.

    What the ACA will accomplish is to establish an internal unaffordable government that becomes larger than the rest of the Federal bureaucracy and that eventually dominates why people vote and what they vote for. Game over! The time for Article Five to come to the rescue is now!
